BDA fails to solve mystery of missing documents

BENGALURU: The Bangalore Development Authority is yet to hold anyone responsible for the 40 reports pertaining to the Arkavathy Layout that went missing from its office. The disclosure was made public over three months ago when former BDA Commissioner T Sham Bhat filed an affidavit before the Kempanna Commission of Inquiry.


The commission is probing cases pertaining to denotification of Arkavathy Layout land. A day before relinquishing charge, Bhat filed an affidavit on June 21, 2016, stating that original reports of denotification of 46 acres around Kempegowda International Airport road were unavailable with the authority. The market price of the land was `2,300 crore at `50 crore an acre.


The internal inquiry panel was set up by BDA Commissioner Rajkumar Khatri on June 23. He announced it will  submit its findings within a fortnight. However, due to frequent shuffling of the top order, the report was submitted in September.  


No one named
A top BDA official said, “No one has been named in the inquiry report. The photocopies of all the missing denotification reports were found intact on the 40 files. Only the originals are missing.”When asked about who could have removed the documents, a top official said, “We do not know. This is only a preliminary report. However, the report has recommended questioning of the custodians of the files, which refers to case workers who were in possession of the files.”


The report was submitted to the commissioner and he has forwarded it to Deputy Commissioner (Land Acquisiton) K Lingamurthy. “The DC will conduct another detailed inquiry.”
Khatri was unavailable for comment. Despite repeated requests for copies of the report, he was evasive about it. A month ago, the commissioner had told Express that the inquiry was getting delayed as a new Town Planning Member had taken charge and he would need some time.
