DPAR order leaves engineers in a fix

BENGALURU: It seems like the state Department of Personnel and Administrative Reforms (DPAR) — which frames rules for every other department — isn’t aware of its own rules and regulations.In one such case, the DPAR issued an order regularising the Superintendent engineers working under Public Works Department (PWD) as Chief Engineers. This has been done as per the recruitment rules whereas it should have been done as per Cadre and Recruitment Rules (C&R).

“These promotions should be done as per C&R rules of PWD department, but we still do not know how they did it as per recruitment rules and it’s a violation of their own rules,” said one of the promoted engineers. 

Meanwhile, just a month after issuing the promotion orders on May 31, 2018, the department issued another order on July 10, 2018, where it mentioned that some have been given only temporary charges and have not been regularised. As per the documents available from the DPAR, of 22 Superintendent engineers who were regularised as per the May 31, 2018 order, 13 were said to be regularised only on a temporary basis, according to the order issued on July 10, 2018.

Raising objections over the order, the engineers have decided to approach the Chief Secretary. “Such orders have be seen by at least three IAS officers including the Chief Secretary. So, we have decided to bring this to the notice of the Chief Secretary and ask him how these orders were issued,” said an engineer.
