17k illegal plot owners to get TNSCB amnesty

CHENNAI: Extending amnesty to the families who bought Tamil Nadu Slum Clearance Board (TNSCB) plots from original beneficiaries, the board has decided to provide them tenurial rights under certain conditions.

Those illegally occupying flats meant for slum dwellers’ rehabilitation will also get a chance to legalise them by paying a fee. Under this amnesty scheme, the board is expecting to raise `600 crore, said sources, while adding that it would also make reconstruction of dilapidated settlements possible.

The State had taken up the Madras Urban Development Project and the Tamil Nadu Urban Development Project in Chennai, Coimbatore, Madurai, Tiruchy, Salem, Vellore, Erode, Tirunelveli, Thoothukudi and Tirupur from 1977 to 1997. Of the 1.31 lakh plots allotted, nearly 17,000 changed hands illegally. Sources added that in many cases, allocated plots were sold against rules after relocating.

Now, years later, those who bought these lands want to transfer the plots in their name; a demand that brought about this scheme. TNSCB is providing them tenurial rights, for which it has stipulated guidelines based on land valuation. The price of land tenure will be fixed as per guideline value of the land, which is approximately `6 lakh per 600sqft.

“Owners need to have a ration card, voter identity card and Aadhaar card with the address. Proof of annual tenure paid to the board should also be submitted. The document or bond of plot transfer should be submitted. They should also present proof of having resided in the area prior to December 2016,” sources stated.
