HYDERABAD: For the first time, the Greater Hyderabad Municipal Corporation will come out with a People’s Budget by involving local people and making a note of their opinions.
The corporation will keep the draft proposals on fund allocation to various GHMC wings on its website (www.ghmc,gov.in) next week for citizens to share their views and give suggestions such as where funds need to be increased or reduced so that a citizen’s friendly budget for 2015-16 can be prepared.
Special officer Somesh Kumar has hit upon this innovative idea for taking up developmental activities to make Hyderabad a world-class city. As per the earlier practice, the budget used to be presented by the elected body. GHMC officials would submit draft proposals to the standing committee for approval. The committee, after studying the proposal, would make changes in the allocations to different wings if it considered necessary.
After the committee’s approval, the draft proposals are sent to the general body for approval. The council, after discussing the draft in detail, sends it to the state government for ratification. Finally, the government issues orders approving the GHMC budget.
The GHMC budget is usually presented in February. Last year, in February, former mayor M Majid Hussain presented budget for 2014-15 with a total outlay of `4,599 crore with `2,711.89-crore capital expenditure and `1,887.11-crore revenue expenditure.
The five-year term of the elected body ended in December last and the city will be under the rule of special officer till the elections are held to the corporation.
In the absence of an elected body, Somesh Kumar will present the budget for the coming financial year for which the state government allocated `628 crore in its budget presented on Wednesday. He is keen to take suggestions from citizens and intellectuals on development of the city on all fronts to make it truly world-class.
