GHMC for Rs 5,550 Cr Budget for Next Fiscal

The civic body invites suggestions from the citizens to give a feedback before March 31 for improvement of the draft budget

HYDERABAD:  Greater Hyderabad Municipal Corporation (GHMC) has proposed a draft budget of about `5,550 crore for the financial year 2015-16, an increase of over `900 crore compared to current financial year (2014-15).

Of the proposed `5,550 crore, ` 3,818 crore has been earmarked under capital expenditure while `1,732 crore has been earmarked under revenue expenditure.

In this connection, GHMC has invited suggestions from the citizens to give feedback before March 31 for improvement of the budget. The draft budget proposal are put on GHMC website www.ghmc.gov.in. 

Capital expenditure comprises of new and major infrastructure works estimated at ` 3,818 crore. The main components of capital expenditure include : Road Infrastructure (`1,956 crore), Amenities and Services (` 605 crore), Slum-free Hyderabad (`537 crore), Public conveniences (`283 crore), Green Hyderabad (`150 crore), Environment, Heritage, Culture and Tourism (`130 crore) and Smart Hyderabad City (`90 crore), GHMC Special Officer Somesh Kumar said here on Thursday.

The revenue expenditure comprises regular works and GHMC establishment for `700 crore. Health and sanitation has been given prime importance and budget has been increased to ` 500 crore. Other major components of revenue expenditure include street lighting (`225 crore), city infrastructure maintenance (`192 crore), Urban Community Development (`46 crore).

The Revenue and Capital Receipts of GHMC for the year 2015-16 has been put up for ` 6,396 crore and after the mandatory revenue surplus of `846 crore as the budget is fixed at `5,550 crore.

The main components of GHMC receipts are property tax (`1,200 crore), surcharge on stamp duty (`300 crore), town planning fee (`600 crore), professional tax (` 100 crore) etc.

Telangana government has already allotted `628 crore to GHMC for schemes like slum-free Hyderabad (`250 crore), Telangana Haritha Haram (`25 crore), Improvement of Roads (`250 crore), MMRTS (`21 crore), Charminar Pedestrian Project (`1 crore) etc.

The proposed BPS and LRS is expected to contribute `800 crore to GHMC. Corporation will meet its plan with help of Telangana government.

The GHMC would receive `467 crore from Central government under various schemes and programmes like 13 and 14 Finance Commission Grants, Swatch Bharath and Sardar Patel Housing Yojana scheme etc.About `1,956 crore has been earmarked for these road development initiatives out of which `1,000 crore is meant for SRDP. A sum of `200 crore allotted for storm water drains, `605 crore for amenities and services to make it a livable city.

As many as 1,500 RO plants (`50 crore), slaughter houses (`40 crore) and energy efficient street lighting (`35 crore) are planned to improve the ambience.

Special thrust would be be given on creating modern public convenience facilities for which `283 crore have been alloted. Focus will be on multipurpose halls which would be used for marriages and functions. For modern markets (`70 crore), graveyards development (`50 crore), and modernisation of dhobi ghats (`10 crore) have been earmarked.

Under Smart City initiative e-Libraries with computers, other electronic equipment, newspapers and magazines would etstablished at 200 locations across the city for which `25 crore have been earmarked.

GHMC will introduce a smart address system to give citizens 8 digit addresses which are also accessible through mobile devices and `5 crore is allotted. Similarly GHMC will set up free Wi-Fi in Hyderabad at frequently visited places and `10 crore is earmarked for the same.

In order to make Hyderabad a ‘Safe City’, in collaboration with Commissioner of Police Hyderabad and Cyberabad, GHMC will initiate various actions for which `25 crore has been earmarked.
