HMDA proposes PPP model to fund river projects

These include Musi riverfront project, an eco park and commercial complex

HYDERABAD: With no funds available to take up developmental projects, Hyderabad Metropolitan Development Authority (HMDA) proposes to take up the projects on Public Private Partnership (PPP) mode at Saroornagar, Kothwalguda and Musi River Front near Bapughat, Langer Houz.

It has proposed development of commercial complex-cum-multi-level car parking at the existing HMDA complex opposite fruit market in Saroornagar in an area of 3,700 sq mts and development of eco park at Kothwalguda in about 85 acres. As the state government was keen on Musi River Front Development to reduce water pollution along the river bed, HMDA has proposed river front development from Tipu Khan Bridge to Bapughat covering an area of 64 acres.

The body is focusing on development of various projects on vacant, unutilised land duly augmenting the green cover. In this connection, HMDA invited Request for Proposal for selection of Transaction Advisor for development of these three projects.

The selected transaction advisor has to take up reconnaissance survey of identified land parcel for undertaking site analysis at Saroornagar. And also connectivity and circulation aspects, existing land use, surrounding developments as well as review of development controls (bye-laws) and land use zoning regulations and suggest measures to take forward the project.

They should also undertake land due diligence exercise for the identified sites to ensure that the subject site is free from any encumbrances, encroachments, litigations, pending cases, etc. and suggest measures, to ascertain title, ownership with HMDA. They should carry traffic surveys, market-demand assessment and best use option study. Identify other opportunities for mixed use development for maximisation of revenues.

The consultant will undertake detailed financial assessment, business planning based on the estimated project cost of the finalised conceptual plan. Also develop financial model to capture various scenarios for the cost and revenue streams, to ascertain the financial viability of the projects identified.
