New state Road Transport Authority portal to track buyers of second-hand vehicles 

According to the Motor Vehicle Act, a buyer has to change the ownership details within 15 days of purchase.

HYDERABAD:  The state government’s Road Transport Authority (RTA) will soon roll out a web-based portal to enable sellers of a used vehicle to upload the details of the buyers as well as share other transfer disclosures with the department. The move follows complaints lodged by several sellers about buyers   violating the norms by delaying the vehicle transfer process even after completing all the necessary cash transactions.According to the Motor Vehicle Act, a buyer has to change the ownership details within 15 days of purchase but, in several cases, the process is still pending, due to which all the police challans are being issued in the name of the old owner, said T Raghunath, a joint transport commissioner. 

“We will soon launch this new portal on our website, where the seller can directly upload the form Nos 29 and 30 which are required for transfer of the vehicle and there ends the duty of the seller,” he said, adding that this new system would make it easy for the authorities to identify the new owner of the vehicle, and challans would no longer be issued to the old owner.

“After a 15-day grace period, we will send a legal notice from both department and the enforcement wing, an SMS and a warning letter to the buyer concerned to transfer ownership of the vehicle. “Once it is launched, we are sure, the facility will result in more transparency for both transport and police departments,” he said.The seller can upload all details including the Aadhaar card and driving licence numbers and other documents.The proposal awaits a nod from transport minister P Mahender Reddy.

Phone number, Aadhaar card number now mandatory 
With an aim to curb malpractices and role of middlemen during registration of vehicles, RTA has made mobile phone number and Aadhaar card number mandatory from Tuesday. “We used to insist vehicle owners to write down their mobile numbers in the application form but there was no follow up due to which both RTA, traffic police faced problems while issuing challans,” said T Raghunath, joint transport commissioner.
