Coming: Energy code for commercial buildings in Hyderabad

HYDERABAD: In a bid to cut the loss of electricity, The GHMC will unveil an online system of mandatory Energy Conservation Building Code (ECBC) for commercial buildings on Wednesday. With rapid increase in consumption and limited supply, Hyderabad is in critical need of energy solutions.
The online system will be unveiled on Wednesday during the launch of Energy Conservation Week at Institution of Engineers Auditorium, Khariatabad by MAUD Secretary, Navin Mittal and GHMC Commissioner  B Janardhan Reddy.

Interestingly, the ECBC will be the first compliance system in the country to go online. Hyderabad is pioneering this system, which can be adopted by other Indian cities to meet their energy demand and fight climate change. The code is applicable to all commercial and non-residential buildings with a plot area over 1,000 square metres or built up area over 2,000 square metres. While it does not apply to factories and residences, it’s mandatory for commercial facilities like multiplexes , hospitals, hotels and convention centers to implement the code, even if their built up area is less than 2000 sq.mts.

GHMC has developed the ECBC and integrated building energy efficiency compliance into the Development Permission Management System (DPMS) for building approvals. The building’s architect, developer, third party assessor or owner can submit the online application for construction permission and ECBC online form.

Two key documents have to be uploaded to DPMS: ECBC Design Compliance Certificate issued by the third party assessor (TPA), which certifies that the TPA has reviewed the designs, and a prescriptive compliance checklist or energy simulation report with TPA summary.

Administrative Staff College of India (ASCI) and the Natural Resources Defense Council (NRDC) along with key experts are working with state and GHMC officials to develop and implement the code. New buildings make up a large share of India’s increasing energy demand, and as per McKinsey 2010 report, two-thirds of the buildings that will be standing in India by 2030 are yet to be built.

Swachh Ranking: Monthly self-assessment for schools, RWAs & hotels
After achieving 22nd rank in Swachh Survekshan 2017 and first amongst the traditionally known mega cities, GHMC appears more motivated in achieving better ranking next year. In this connection, it is planning to encourage citizen participation under Information Education Communication (IEC) and invited Self Assessment Forms from hotels, schools, hospitals, Residential Welfare Associations (RWAs) and Market Associations towards Swachh Ranking.
