GHMC to prepare norms for Construction and Debris waste

HYDERABAD: As state government issued orders for collection, transportation, processing and management of Construction and Debris (C&D) waste in Greater Hyderabad limits on Private Public Partnership (PPP) mode on Wednesday, Greater Hyderabad Municipal Corporation (GHMC) is going to prepare guidelines and modalities on collection of C&D waste by October end.Nearly 800 to 1,000 metric tonnes of construction and debris waste is generated in city on a daily basis and there is no exclusive place to dump C&D waste. But with identification of two locations Jeedimetla and Fathullaguda for setting up C&D waste recycling plant, the problem of dealing C&D waste is going to be reduced to a large extent.

Ramky Enviro Engineers Limited bagged the project by quoting `342 per metric tonne as tipping fee for both the locations. With an annual estimated amount of `307 crore for each plant. GHMC officials told Express that guidelines for C&D waste would be prepared such as waste of any kind would not allowed to be deposited at any time by occupiers on roads, streets, pavements, drains, pubic places, water bodies or vacant sites. The respective occupiers, owners and developers of a building would be responsible for removal, transport and disposal of their C&D waste and their addresses should be furnished while applying for building permission.

For occupiers generating small quantities of C&D waste during repair and minor renovation, the occupier would have to keep the debris within their own premises until arranged so by occupier for collection by GHMC authorised C&D transporter from the designated places. They said occupiers wishing to construct, renovate, repair or dismantle any premises requiring plan approval should obtain prior sanction for the same from GHMC. All applications must be taken in advance specifying expected C&D quantity. Building permission will be granted on submission of certain documents. To help occupiers to dispose the C&D water, GHMC would establish a call centre. Based on the distance from the site to the occupier, fee would be fixed for collection and transportation. On the lines of garbage points, some C&D bins would be put at designated points to dump small quantities and also unclaimed C&D waste.

Fathullaguda site is an old dump site spanned over 40 acres and reclamation of land is being undertaken for capping for the legacy dump. Of them, 15 acres is demarcated for construction of C&D waste recycling plant. Jeedimetla site falls under jurisdiction of TSIIC. State government recommended TSIIC to hand over the 23 acres land to GHMC for the construction of C&D Waste recycling plant at free of cost. The concession period is 25 years.

The concessionaire will be responsible for collection, transportation, and processing and disposal of C&D waste generated within the concession area. Any heap of C&D waste dumped by the roadside, isolated place has to be lifted by concessionaire. Concessionaire would be responsible for site development, construction and operation of C&D waste processing system, operation and maintenance of infrastructure and equipment and monitoring and R&D pertaining to C&D plant. They said that debris is being dumped unauthorisedly at many places in GHMC limits, which is damaging the image of the roads.
