Mobile Recharge Coupon Fraud: CBI Raids BSNL Office, Registers Case

The anti-corruption wing of the Central Bureau of Investigation (CBI),  Kochi unit, on Thursday, conducted a raid at the Alappuzha office of the Bharat Sanchar Nigam Limited (BSNL) and registered case against two officials in connection with the BSNL mobile recharge coupon fraud case. The CBI team detected anomaly in transactions worth `5.4 crore and seized 270 forged documents during the raid.

The CBI booked Thomas Mathew,accounts officer, and Sajan Varkey, Junior accounts officer, of BSNL Alappuzha under sections of the Prevention of Corruption Act and Criminal conspiracy. The CBI also submitted the FIR against the officials before the CBI special Court, Ernakulam.

The CBI unearthed huge fraud in the sale of BSNL recharge coupons and sim cards by an agency named Parklane Enterprises at Alappuzha. CBI SP, Kochi unit, K Krishnakumar said that the agency committed fraud with the aid of the  BSNL officials. The agency submitted forged bank chalan for obtaining BSNL mobile recharge coupons from the Alappuzha office. The agency submitted 270 forged documents for the fraud and made transactions to the tune of `5.4 crore.  However, the exact loss incurred to the exchequer has not been estimated so far, CBI officials said.

According to the CBI, the case was registered based on the raids conducted at the houses and offices of the officials involved in the offence. The raids were conducted following a tip-off that there was huge corruption at the Alappuzha BSNL officer. It was done by submitting forged bank documents for transferring money in return for recharge coupons. The BSNL officers were supposed to check the authenticity of the documents. But they failed to do it and helped the company receive coupons without giving money in advance. The fraud was committed with the knowledge of the officials and the CBI is looking into the involvement of other officials, if any, in the fraud, said  CBI officials.

It is learnt that CBI will conduct further raids at other BSNL offices in the wake of the incident.
