Norms on transfer of staff  evoke mixed response

THIRUVANANTHAPURAM: The guidelines issued by the government on general transfer of employees has evoked mixed response from the employees’ unions. While the unions associated with the ruling front have welcomed the norms, those having allegiance to the opposition have raised certain apprehension.


Meanwhile, the Chief Secretary has called for a meeting of various employees unions on November 6. The unions have been asked to present their suggestions and opinions regarding the new guidelines. 
NGO Union general Secretary T C Mathukutty said the union had always welcomed the guidelines whenever they were issued. 


“We support the guidelines. It will really bring in more transparency in transfers and postings. Moreover, it will also bring an end to the complaints,” he said. 


Meanwhile, Kerala NGO Association president N Ravikumar alleged that the government has come out with guidelines after it had already made all the transfers. “These were old guidelines and there’s nothing new in them. But now the guidelines are being brought after everyone has been transferred,” he said. 


Stating that the Association was not against guidelines, he said that it only wants to know if the norms will have retrospective effect. “In the meeting, we will demand to review the transfers that has already been done,” he said, adding that it was the employees of the Association who have been widely transferred.


Echoing a similar view, Kerala Secretariat Employees Association president J Bency said once the guidelines come into effect, those who have been transferred from their present place of work will have to wait for more than four years to get back to their present station. As per the new guidelines, the transfer of government employees will done be once a year in the month of April/May. Apart from this, adjustment transfer of teachers would be done in July/August.
