Identifying the people and accepting the donation from them have to be conducted with the permission of the PTA in the school, he said in the order.

The order also suggested the school headmasters should prepare and submit a budget proposal regarding the fund required for the development of the school at the beginning of the financial year and permission has to be obtained before accepting the donation. The Child Rights Commission has instructed ensuring the utilisation of plan funds of local self-government institutions for the development of schools. The commission has observed there was a notion that the government and aided schools have a lot of funds, but it is very difficult to collect fund from the poor.

The commission issued the instruction in the wake of an incident at Government Higher Secondary School, Cherthala, in which the girl students were told to collect funds from the people for the development of the school. The DPI has instructed the school authorities to keep a register to record the details of fund collection and utilisation which has to be submitted for the annual audit.
