Asking voters to dislodge the Sheila Dikshit government, BJP prime ministerial candidate Narendra Modi today accused the Congress of giving Delhi the image of "rape capital" due to its failure to address the issue of security of women and other major challenges.
"There is not a single country in the world which does not take care of its capital. Every country is recognised by its capital, and today Delhi has come to be known as the rape capital. Delhi, which is heart of the country, has earned such a bad name as Congress has failed to provide safety and security to our daughters," he said.
Modi was addressing a rally at Dakshinpuri area in South Delhi ahead of December 4 Assembly elections. It was the same venue where Congress Vice President Rahul Gandhi had addressed a rally on November 17 which witnessed a low turnout.
Recalling the December 16 gang-rape case, Modi accused the Congress government at both Centre and Delhi of failing to ensure basic security to women in the national capital.
"When you go out to vote on December 4, do keep in mind 'Nirbhaya' who became a victim of rape. Also, do not forget the youths who were showered by water cannon by this corrupt government when they were seeking justice for her," he said.
Modi also alleged that the ruling Congress was neck deep in corruption and did not even feel bad about it anymore.
"The party is completely submerged in corruption and it has become such a habit for it that it does not even feel bad about it," he alleged.
It has become a part of Congress and they are giving new meaning to A (Adarsh scam), B (Bofors), C (Colagate or Commonwealth games), he said.
"Do you think the party, which distributed flats meant for widows of our martyrs among their family members and friends, will regularise your colonies? Will it give you flats in place for your jhuggis. It will make them its own and your hard earned money will be gone," said Modi and asked people of Delhi to be "wise" like Gujaratis and elect BJP.
Without naming Kejriwal or his Aam Aadmi Party (AAP), the BJP's Prime Ministerial candidate cautioned the people against voting for "newcomers".
"Many years, after the JP movement, Anna Hazare blew the bugle against corruption. We were hopeful that people would get rid of corruption.
"But, some people back-stabbed such a sacred movement of Anna Hazare for their own personal political aspirations and the whole agitation came to an end," Modi said.
The Gujarat Chief Minister said Congress displays one hand (its symbol) but loots with both hands while for the newcomers it seems even two hands are not enough.
"They are all for sweeping everything with the broom (AAP's election symbol)," Modi said.

Stating that 75 per cent voting was recorded in naxal infested Chhattisgarh, Modi urged people to come out in big numbers and use the opportunity to defeat the Congress government which is in power for the last 15 years.
"This is my last election rally in Delhi before election.
I want to urge to people of Delhi that 75 per cent voting was reported from Chhattisgarh even after threat of naxalites. So will people of Delhi not vote? Voting is like worship in democracy," said Modi.
"Whether you go to Chhattisgarh, Madhya Pradesh or Delhi, in this election neither candidates are fighting, nor the parties, but the common citizens are fighting to defeat Congress. This election has become a revolution and people are voting to punish Congress," said Modi.
"Can any government be so irresponsible? Can a government elected by people take them for granted? Congress is not ready to accept this fact. In a democracy, political parties have to keep contact with people, be sensitive to their problems and if they make any mistakes then they have to repeatedly rectify them.
"But Congress has reached the seventh cloud of pride and they think people are in their pockets and they can play any game with them. We will have to recognise the game plan of Congress to understand the deteriorating situation of the country. This party does not believe in unity, and follows the policy of divide and rule and an expert in throwing dust in eyes of people," Modi alleged.
Highlighting scarcity of drinking water as a major problem for residents of Delhi, Modi accused Congress of lacking in will power to resolve the issue.
"There is a huge problem of water in Delhi. It is the duty of Haryana government to provide water to Delhi. Congress is in government in Haryana, Delhi and Centre, but they have failed to solve the problem of water in Delhi," said Modi.
"Let me tell you how things are done. Narmada river is everything for Gujarat, but Rajasthan, where Congress is in power, needed water and we never put any obstacle in that.
Congress fails in solving people's problem, because they are not concerned about them," said Modi.
He said BRT was another example of Congress' failure in Delhi while the same was such a huge success in Gujarat that it got an award from the United Nations.
Sharpening his criticism against the ruling party, Modi said Congress has not only hurt the image of India in front of the world, but also maligned the term "sportsman's spirit" by committing huge corruption during 2010 Common Wealth games.
"It is not a matter of Rs 100-200 crore but the reputation and self-esteem of the country which was at stake in Common Wealth games, but Congress did not spare even this sphere," alleged Modi.
