The Haryana Cabinet on Wednesday approved in-principle the policy for development of low density eco-friendly colonies through grant of licence under the Haryana Development and Regulation of Urban Areas Act, 1975. As a result of implementation of this policy, the grant of Conversion of Land Use (CLU) permission for farmhouses shall be discontinued in the hyper and high potential zones.
In the medium and low potential zones, since there would be much less potential for development of low density eco-friendly colonies, the prevailing norms for grant of CLU would continue.
It was observed that development of low-density eco-friendly colonies with a focus on eco-friendly design principles may be better option from the point of view of encouraging planned development and may go a long way in discouraging development of farmhouses in a sporadic manner in the agriculture zone. Thus the focus of such colonies will be on incorporating the latest ecologically sensitive design norms.
Under the broad principles that shall be followed for such projects, ecologically sensitive norms and parameters shall be mandatory. These include installation of solar farms for meeting energy requirements of the colony on at least five per cent of the area that shall be in addition to the five per cent area reserved for open spaces.
Also, there would be provision for integrated facility for storage, purification, distribution and recycling of storm-water aiming for no external source of water supply, minimum ground water extraction and zero run-off.
There would be provision for sewage treatment plant along with recycling and independent distribution system for separately fulfilling the farming, flushing and domestic water requirements shall be provided. Apart from this, the policy would be provided for installation of a bio-gas plant and a compost plant for utilizing and recycling of all bio-degradable waste.
