The National Security Advisory Board (NSAB) report on Chinese incursion dealt specifically with the infrastructure issues in the Despong bulge and Chumar region, said a senior government official.
The ground situation report on the Line of Actual Control (LAC) prepared by NSAB chief Shyam Saran during his week-long visit to the area had triggered massive controversy following reports of 640 sq km of Indian Territory allegedly occupied by China.
The senior official privy to the draft report said Shyam Saran and NSAB member Lt Gen (Retd) PC Bharadwaj visited east and western Ladakh and submitted an extensive report on the lack of infrastructure in certain treacherous terrain which is making the regular patrolling next to impossible.
He said patrolling was limited at certain points due to bad weather and lack of infrastructure but it was not stopped.
“Anybody can calculate the difficult terrain along the LAC and draw a conclusion because there is no clear demarcation. We had a holistic view of the rising People’s Liberation Army (PLA) incursions and areas we need to develop like the Chinese,” he said .
It is learnt that Saran and Bharadwaj also discussed the problems with the locals and Indo-Tibet Border Police personnel
While clarifying on Saran’s report to PMO, Defence Minister A K Antony had conceded China is superior in terms of border infrastructure and it fears India is trying to catch up with it in terms of border infrastructure development.
