Railways denies change of passenger name on concessional tickets

 The directions were issued after a consumer court did not accept the minutes of meeting circulated in 1999 to support the provision regarding non-granting of name change on concession ticket.

NEW DELHI: Indian Railways has decided not to allow the facility of change in passenger name on tickets issued on under any kind of concession.

The directions have been issued after a consumer court did not accept the minutes of meeting circulated in 1999 to support the provision regarding non-granting of a facility of change of name on the tickets issued under concession.

A case was filed against railways for denying the facility of change of name between a senior citizen couple as both are given a different element of concession.     

The appeal against this decision was filed by railways in state consumer forum wherein instruction were sought on the issue from a competent authority.

According to ministry of railways, the matter was examined in consultation with Finance Directorate of Ministry of Railways and it has been decided that since it is a facility provided to the passengers, suitable restrictions can be imposed to avoid its misuse and it cannot be claimed as a matter of right.

“It has been decided that the facility of change of name shall not be permissible on the tickets issued on concession,” said the order issued by railway Board early this week.

Railway reiterated that the facility of change of name of a passenger having a non-concessional seat or berth reserved in his name, where the passengers make a request in writing 24 hours before the scheduled departure of the train that the reservation made in his name be transferred to another member of his family.
