JKCA: HC appoints former DIG as CEO, former Judge as ombudsman

Srinagar, Dec 7 (PTI) Jammu and Kashmir High Court todayappointed a former top police officer as the chief executiveofficer of the Jammu and Kashmir Cricket Association (JKCA),and a retired judge as the ombudsman for settling disputeswithin the governing body.

While the former DIG Ashiq Bukhari was appointed as theChief Executive Officer for managing the affairs of theassociation under the supervision and control of Committee ofAdministrators, the State Human Rights Commission chairmanJustice (retired) Bashir-ud-Din was appointed as an ombudsmanto settle the disputes between the warring factions of theAssociation.

"In our opinion, a suitable person has to be appointed asthe Chief Executive Officer who may also have administrativeskills.

"Therefore, we deem it appropriate to appoint AshiqHussain Bukhari, IPS, retired DIG, as the Chief ExecutiveOfficer, for running the affairs of the JKCA under thesupervision and control of Committee of Administrators tillrules are amended and elections are held," the division benchsaid in its order.

Also, observing that there was a need to appoint anombudsman for settling the disputes among the clubsaffiliated with the JKCA and other disputes of theassociation, the court appointed retire judge Bashir-ud-Dinfor the post.

"An ombudsman was required to be appointed by theassociation but in the stated background, we deem it proper toappoint an ombudsman for resolving all the disputes aftergiving hearing to all concerned," the bench said.

Earlier, on October 14, the high court had appointedJustice C K Prasad, former judge of the Supreme Court andJustice Syed Rafat Alam, former Chief Justice of the MadhyaPradesh and Allahabad High Courts, as administrators of theJKCA for conducting free and fair elections.

The JKCA split into two factions in 2015 followed abattle for control of the association between the groups ledby former chief minister Farooq Abdullah and Sports MinisterImran Ansari. PTI MIJMG.
