GovtBy Ashwini ShrivastavaNew Delhi, Jan 14 (PTI) A prior background check by theIntelligence Bureau will be a must for candidates shortlistedfor appointments as chiefs and members of regulatory bodiessuch as SEBI and TRAI, and various tribunals, according to newrules.

The selection of chairperson and members of regulatorybodies and tribunals are done by respective selectioncommittees or search-cum-selection committees.

The personnel ministry has issued a new set ofinstructions for verification of character and antecedents forappointments to such posts.

As per the norms, the respective selection committee orsearch-cum-selection committee shall shortlist candidates (twoor three times the number of vacancies) in the first round.

"Verification of character and antecedents of the short-listed candidates shall be made by the administrativeministry/department through Intelligence Bureau," it said in amissive to secretaries of all central government departments.

Based on the clearances from the IB, the selectioncommittee shall thereafter recommend a panel of candidates,which shall be submitted for consideration of the AppointmentsCommittee of the Cabinet (ACC) by the administrative ministryafter obtaining the requisite approval of the concernedminister-in-charge, the personnel ministry said.

All the ministries concerned have been asked to followthese instructions "without deviation" in all future selectionto the posts of chairman, chairperson, president, vice-president, vice-chairperson, vice-president, presidingofficer, accountant member, administrative member, judicialmember, expert member, law member, revenue member, technicalmember or members in tribunals/regulatory bodies under thepurview of the ACC, it said.

The Securities and Exchange Board of India (SEBI), theTelecom Regulatory Authority of India (TRAI) and the InsuranceRegulatory and Development Authority of India (IRDA) are someof the regulators.

The tribunals include Central Administrative Tribunal,Securities Appellate Tribunal, Income Tax Appellate Tribunaland Competition Appellate Tribunal. PTI AKVABH.
