With the Centre set to refer the Telangana bill to the Assembly in a few more days, Chief Minister N Kiran Kumar Reddy is understood to be preparing the ground for announcing his future course of action.

Sources said Kiran, already on a collision course with the Congress high command, will sound his war bugle at a public meeting in Vijayawada after inaugurating the Pulichintala project in Guntur district on Dec 7.

The Chief Minister’s camp is going all-out to mobilise two-three lakh farmers from the Krishna delta for the meeting as the project will stabilise irrigation facilities for 10 lakh acres in Krishna, West Godavari, Guntur and Prakasam districts, and Kiran wants to use the occasion to drive home the point that State division will adversely impact their prospects. Kiran, who is said to be preparing to launch his own party, is also expected to call upon the people of Seemandhra to oppose bifurcation. A close aide of Kiran told Express he wants to use the Brijesh Kumar Tribunal award on Krishna Water Disputes to buttress his argument that division would impact both the proposed states. Kiran is to emphasize how the tribunal award would sound the death knell for second crops.

It is learnt that he had wanted to hold a press conference on Saturday itself to express his displeasure over the award. But, finally decided to hold back, keeping in mind the public meeting.

The Pulichintala project was supposed to be inaugurated on August 15 but, sudden floods came in the way. It was again scheduled to be dedicated on October 30 but rains ruined the plan. Later, Kiran planned to dedicate the project on Nov 30 but then, cyclones thwarted his plan.
