In the absence of regular inspections by the officials of the District Medical and Health Office (DM&HO), the illegal foetus scanning centers in the district are thriving and their number has increased - there are a total of 700 such illegal scanning centres in the district.
The state government has banned sex determination tests of infants. Accordingly, no private hospital, clinic or scanning center can reveal the sex of unborn babies. But the foetus scanning centers are violating these guidelines. One such case was dealt with by the court of the Mancherial Additional Magistrate recently.
According to sources, B Sumalatha (22), a native of Karnamamidi village in Mancherial mandal approached a private clinic on May 21, 2012 when she was three months pregnant. After scanning, the doctor declared that she was carrying an infant girl in her womb. As she already had a nine -month-old baby, the doctor ‘persuaded’ Sumalatha and her husband to go in for an abortion. When the couple agreed, the doctor tried to perform the abortion. However, a colleague of the doctor administered a high dose of anesthesia and she died on the spot. Following this, her family members staged protests in front of the clinice.
The next day, on the instruction of the higher authorities, the additional DM &HO Bhanuprakash and senior public health officer Neelakantashwar Rao conducted an inquiry into the incident and submitted a report.
Meanwhile, the kin of the deceased woman filed a case against the clinic in the court of the additional magistrate of Mancherial. Additional magistrate G Uday Kumar delivered the verdict in the case on Monday wherein he held the private clinic doctor Sri Devi guilty of violating the pertinent rules and also negligence in treating the patient and imposed a penalty of Rs 10,000 a jail term of six months on her.
Locals allege that their complaints to the DHMO authorities were ignored.
