Central Administrative Tribuna directs Chief Secretary to send DSP’s name for conferring IPS status

The Central Administrative Tribunal has directed the Andhra Pradesh government to propose the UPSC for considering the name of DSP Shaikshavali to get promoted for the IPS post.

HYDERABAD: The Central Administrative Tribunal has directed the Andhra Pradesh government to propose the UPSC for considering the name of DSP Shaikshavali to get promoted for the IPS post.
The CAT earlier passed interim orders directing the AP State Chief Secretary to include the name of Shaikshavali in the 2015 list for the IPS post through cadre. When his name was not included in the list, he approached the tribunal for justice.

The counsel for Shaikshavali told the tribunal that his client had passed the Group-I written test. When the government filled only 10 posts as against 19 posts, he moved the Supreme Court. Later, he was appointed as DSP pursuant to the court direction. He completed 16 years service in the Group-I post. On the other hand, the government counsel submitted that the petitioner was not included on the list since he was 56 years of age.

After hearing both sides, the CAT said the petitioner’s service should be counted from January 2001 onwards as per the order of Supreme Court. Hence, the government should propose his name to the UPSC to get promoted for the IPS post, the CAT noted. While adjourning the case to August 27, the CAT directed the government and other respondents to file counter affidavits on the issue.
