Recruitment in universities in the Hyderabad Karnataka region is yet to begin as officials are confused over rules related to Article 371 (J).
Gulbarga University Registrar Prof Chandrakant Yatnoor told Express that 136 teaching posts and 247 non-teaching posts are vacant. Of these, the finance department has approved filling up of only 53 posts, including eight professors, 15 associate professors and 30 assistant professors, he added.
Yatnoor said though the university must follow rules under Article 371 (J), some rules on the appointment of professors, associate professors and assistant professors were not clear. There should be reservation of 75 per cent of posts in Group-A (junior scale) and Group-B posts. Professors and associate professors are above the rank of Group-A and Group-B.
Registrar of Krishnadevaraya University Bellary Prof K Vijaykumar told Express that the university had informed the Higher Education Department about the of 14 vacant teaching and 56 non-teaching posts. He said the recruitment process will be taken up following approval from the department on the recruitment rules under Article 371 (J). Raichur’s Agriculture University VC Dr B V Patil said the varsity had already informed the government that there are 125 vacant teaching posts and 430 vacant non-teaching posts. The three universities are considered regional universities and have to provide 75 per cent reservation for posts in Group-A (junior scale) and Group-B, 80 per cent in Group-C and 85 per cent in Group-D.
Kannada University Hampi and The University of Veterinary Sciences are considered statewide universities have to provide reservation of 8 per cent to fill any vacancies according to Article 371(J).
