Several Akshaya centre entrepreneurs contacted by Express said there was not much clarity on the enrolment process of differently-abled persons. “Though, we were told to mark ‘exception’ against those who cannot provide all the biometric information, confusion still remains,” said an Akshaya centre entrepreneur based in Vadakara.

Another entrepreneur in Mankavu, M Nadeer said: “Since the enrolment of differently-challenged persons, some of them bed-ridden, is a time consuming process, we are planning to conduct camps for them. It was difficult for us to get the thumb impression of the 21-year-old Akku Dev in Kodungallur, who suffers from cerebral palsy.”  M Firoz Kappad, Assistant District Coordinator of the Akshaya Project said the agency encountered several difficulties while enrolling differently-abled persons since they could not record their biometric information properly.

“The Aadhaar enrolment may be high in the state but there are lot of people, especially people with disabilities, who are out of the reach of Aadhaar,” he said.
