ASC scraps entire MBBS admission at Kannur college

‘The college failed to maintain the triple tests laid down by the Supreme Court, thus violating the court and ASC orders’

THIRUVANANTHAPURAM: The Admission Supervisory Committee (ASC) headed by Justice J M James has set aside the entire admission of 150 candidates by the Kannur Medical College for deliberately violating the orders of the committee and the court. Moreover, the annual tuition fee of Karuna Medical College will be regulated.

With regard to Kannur Medical College, the ASC said that the college failed to maintain the triple tests laid down by the Supreme Court, thus violating the Court and ASC orders. In its order, the ASC has asked the Kerala University of Health Sciences (KUHS) registrar not to register the list of 150 students forwarded to the University by the Medical College for 2016-17 academic year.
As per the directions of the court, the ASC was to scrutinised the entire admissions made by the Medical College. Though the college was directed to make available the entire documents, the ASC said that the authorities failed to produce them.

While scrutinising the ‘online application’ forms, the ASC said that the applications showed that they were not actual ‘online applications’. The forms did not show the name of the Medical College to which the applications were made. They also did not carry the photograph of the applicant, signature or application date. ‘’On the whole the submitted applications only show that they have been prepared for the purpose of submitting before the ASC as an attempt to claim the online application system,’’ the order said.
 The admission has been done by the Medical College without any transparency and merit was compromised. ‘’Thus, all the admissions are in violation of the laid down norms, directions and orders. Therefore, the MBBS 2016-17 admissions of Kannur Medical College cannot be approved,’’ the order said.     

Karuna Medical College has a sanctioned intake of 100 seats. As per the prospectus, there are 17 seats on General Merit, 33 seats for SEBC/SC/ST/Muslim and 35 seats under Management quota.
For NRIs, 15 seats are kept apart. While the online application forms were scrutinised by the ASC, it was found that there were no supporting documents produced and as such the category of applicants could only be ascertained from the statements in the application alone. The ASC said in the order that this was not legally sufficient.

It also said that the non-creamy layer certificates were to be produced for claiming appropriate admission relaxation but no community certificates were submitted.
‘’Hence, such applicants cannot be accepted, as belonging to the SEBC category. The claim of NRI applicants were not supported by required documents as laid down in the earlier government order. As such the ASC said that it could not accept the claim of NRI applicants. The Medical College has not submitted the audited balance sheet and such other records, the ASC said in its order.
