The Commissioner of Entrance Examinations violated the apex court and High Court orders,” said the Division Bench, which orally observed that though the state was known for 100 per cent literacy, things were not good here. The Entrance Commissioner, however, submitted everything was going as per plan and the issue was related to a lack of clarity over fee structure. “The authorities have taken a typical bureaucratic approach, making things more complicated,” the court said.
