BHUBANESWAR: In a significant judgment, the Supreme Court has disposed of the presidential reference under Article 317 (1) seeking an enquiry and report on charges of misbehaviour and misconduct levelled against Dr Hadibandhu Mirdha during his tenure as the chairman of the Orissa Public Service Commission (OPSC). A bench comprising Chief Justice KG Balakrishnan and Justices P Sathasivam and J Panchal ruled that none of the charges levelled against him was proved. Mirdha as OPSC chairman was in the eye of a storm in 2001 over allegations of suppressing information about his two daughters’ appearing in the Orissa Civil Services examinations even as he was involved in the process of selecting question papers. The charges also included his association with a private OAS coaching centre even when he was the chairman.
