BHUBANESWAR: The head of an NGO who had duped an infrastructure firm and “fled” with a ` 1 crore road cleaning vehicle was arrested by Capital Police here on Saturday. Raj Kumar Upadhyay was picked up from Patnagarh where he had engaged the machine with the urban body, the local NAC.

 Last year, Upadhyay had identified himself as the CEO of Cooperative Research and Development, an NGO based in Bhubaneswar and written to TPS Infrastructure Ltd for the mechanised sweepers.

 Investigation revealed that Upadhyay had claimed that the NGO had funding support from foreign agencies.

He also wrote to the firm’s branch office that his organisation would need about five such vehicles to be engaged in different places and asked for a mechanised sweeper for trial run.

 However, once he was supplied with the vehicle, Upadhyay disappeared.
