SAMBALPUR: More than a year after the erstwhile Gangadhar Meher (Autonomous) College was accorded university status, the Higher Education Department has created statutory posts of Vice-Chancellor, Registrar, Controller of Examination and Comptroller of Finance. With the creation of these posts, the posts of Principal and Vice-Principal have been abolished.

University Deputy Registrar Uma Charan Pati said the department has already issued a letter to this effect.  He said while the post of the Registrar will be filled up from the cadre of senior OAS officers, the post of Comptroller of Finance will be filled up by way of deputation from among the OFS officers. The post of Controller of Examination will be filled up from among the Readers of the university or vide deputation from among the OES officers.

Similarly, the post of Vice-Chancellor will be filled up through direct selection, Pati said.  Henceforth, the university will also give certificates of degrees and hold convocations, he added.

However, the letter of the department is silent on filling up of vacant posts of teachers. Although the sanctioned strength of teachers of the college was 119, there are only 59 teachers. Thirteen ad hoc teachers have been engaged.

Ever since the the college was upgraded into university on May 30 last year, the posts of Registrar, Deputy Registrar, Controller of Examination and Comptroller of Finance were being managed by the teachers of the university. Pre-occupied with official work, they were not able to take their assigned classes.  There is also shortage of classrooms in the university.
