Odisha Government finds link to bring down court battles

BHUBANESWAR: In an attempt to bring down pendency of cases and reduce Government litigation in different courts, the State Government has successfully linked human resource management system (HRMS) with litigation management system (LMS). 

After creating a database for 3,24,000 regular employees of the State Government, efforts are on to capture the latest position of various Government cases being tried in different courts and administrative tribunals.
This was discussed in the Board of Governors meeting of Centre for Modernising Government Initiatives (CMGI) held under the Chairmanship of Chief Secretary Aditya Prasad Padhi in the Secretariat here on Monday.

The Chief Secretary directed departments concerned to compile latest orders of courts for timely compliance. The meeting decided to utilise the services of a professional agency in New Delhi to collect relevant orders of the Supreme Court and upload it on the database of LMS.

With an objective to carry forward governance reforms, CMGI has developed a reform communication strategy like Common Application Portal (CAP) for electronics delivery of Government to citizens (G2C) and Government to business (G2B) services under Odisha Right to Public Services Act. In the first phase, 18 public services of five departments have been integrated with CAP. 

Other services include issue of birth and death certificates, national family benefit scheme, pensions under different welfare schemes, Chief Minister’s relief fund, conversion and mutation orders of lease hold plots, migration certificate, transcript verification certificate, photocopy of answer sheets of examinations, semester mark sheet and FIR registration. 

The Chief Secretary directed all the departments to put more services on this online portal and finalise their service delivery guidelines. It was decided that 324 public services would be integrated with this application and the portal would be linked to Common Services Centres. 
These centres can deliver the services integrated with online portal with user fees of `10 for each application. 

Padhi said the CAP would be put in Odia soon. CMGI was also asked to use simple Odia words for better understanding of the people. Work plan for 2016-17 with estimated expenditure of `8.50 crore was approved in the meeting to carry forward these activities.
