New scheme for Infrastructure growth in KBK in offing: Odisha government

The projects to be taken up under the State sector will have to be submitted directly to the Planning and Convergence Department for Government approval.

BHUBANESWAR: The State Government has decided to formulate a new scheme for undivided KBK districts by delinking it from the Biju KBK Plan to be implemented from the current financial year for infrastructural development in the area.

The scheme, to be known as the Infrastructure Development Scheme with a budget of Rs 130 crore, will be primarily for undertaking projects relating to Bijli, Sadak, Pani, Livelihood initiatives and other need-based programmes to address critical gaps.

The scheme will be divided into State and district sectors. While two third of the allocation will be earmarked for the State sector projects, one third will be allocated for district sector schemes. The projects to be taken up under the State sector will have to be submitted directly to the Planning and Convergence Department for Government approval.

Official sources said each district collector will ensure preparation of separate action plans within the allocated amount in a specified manner for implementation of the projects. The district sector action plan will, however, to be examined and approved by the district planning committee (DPC) and submitted to the department for final approval.

Stating that grassroots level consultation will have to be part and parcel of the plan formulation in each case, a resolution of the department said schemes and initiatives will be executed by utilising resources under the existing schemes.

The implementation of the action plan will be monitored by the Planning and Convergence Department and the district collectors will have to furnish monthly progress report on financial and physical achievements of the projects by 10th of the following month.

According to the resolution, the action plan will be formulated with the involvement of the people’s representatives. There will be complete transparency in the choice of schemes, projects and their location, it said and added that approval of the DPC for finalisation of action plan is mandatory.

Besides, Planning and Convergence department will issue guidelines and modalities from time to time for successful implementation of the Biju KBK Plan.
