Universal health coverage tops CM Naveen Patnaik’s agenda

Nirmal, Sunetra and SAMMPurNa Suraksha Kabacha launched by the Chief Minister.

BHUBANESWAR:  Chief Minister Naveen Patnaik launched three new welfare schemes to strengthen healthcare service delivery through public health system on the occasion of World Health Day on Saturday. The health schemes - Nirmal, Sunetra and SAMMPurNa Suraksha Kabacha would help achieve the universal health coverage and the goal of ‘health for all’ in the State, where highest 91 per cent people rely on public health sector for health care. The Government has made an annual budgetary provision of `120 crore for each of the schemes.

While the Nirmal scheme will promote healthy and hygienic hospitals and strengthen ancillary services like sanitation, laundry, security and lift services at public health facilities, free screening and treatment of all eye diseases will be provided under the universal eye healthcare programme, Sunetra. Under Sunetra scheme, vision centres having facilities for latest eye care technology, mass screening of diabetic retinopathy and lifelong treatment of glaucoma with free treatment for other eye diseases, will be strengthened. Similarly, the SAMMPurNA Surakshya Kabacha (mother and baby kit) will be an added advantage for all institutional delivery cases to prevent infection and promote health.

The kit contains various useful and essential items for the health protection of mother and baby. With an annual budgetary provision of `69 crore, the scheme is aimed at benefiting more than 5.5 lakh mothers and newborns annually. “The State Government has been consistently striving to achieve universal health coverage for the people for which several reforms have been undertaken. Apart from free ambulance services, schemes like Niramaya, SAMMPurNA, Cancer Care Programme, Nidaan, Sahay, Ama Clinic, Anmol, Sunetra, Mukhya Mantri Swasthya Seva Mission, Swasthya Sahay and DAMAN will definitely strengthen health care services,” said Naveen.

In a bid to incentivise mother and child till recovery, Naveen also announced enhancement of daily allowances to mothers of children admitted at Nutritional Rehabilitation Centres (NRC) from `50 to `100 per day. He inaugurated CT Scan service at Angul, Balasore, Balangir, Kalahandi, Puri and Keonjhar districts under Nidaan scheme and free dialysis service under Sahay scheme in Angul, Balasore, Balangir and Capital Hospital through video conferencing and interacted with patients. The facilities have been set up in PPP mode. While free dialysis services will be launched in 22 more health facilities shortly to provide quality dialysis to kidney patients, CT scan will be made available in Mayurbhanj, Sundargarh and Koraput districts soon.

People will now avail 15 types of high-end pathology tests including peripheral blood smear, thyroid, culture and sensitivity for blood and urine, histopathology, bone marrow aspiration and HbA1C free under the Nidaan scheme for which an annual budgetary allocation of `110 crore has been made. Health Minister Pratap Jena inaugurated Vision Clinics at Urban Primary Health Centres at Bramheswarpatana and Kalpana. Subsequently, the facilities will be added in other health centres in phases.
