BHUBANESWAR: The Centre has selected Bhubaneswar for a pilot scheme under AMRUT Yojana for fast resolution of area-based infrastructure issues.Informing this on Monday, officials of Union Ministry of Housing and Urban Poverty Alleviation said the emerging smart city has been included in the Local Area Plan (LAP) and Town Planning Scheme (TPS) under AMRUT to be implemented in 25 cities on a pilot basis.

They said these schemes have been formulated to enable planning for developing infrastructure in Brownfield areas, parts of the city that are already developed but not able to sustain the pressure on existing infrastructure, and Greenfield areas, periphery of the city that are prone to haphazard growth and development.While the Brownfield areas can be redeveloped by preparing local area-based plans, the TPS can be implemented for planned urban expansion in the peripheral Greenfield areas.

Officials said 100 per cent Central assistance would be provided for implementation of the schemes. A total amount of `50 crore would be provided as Central assistance at ` 2 crore per city for 25 identified cities for preparing LAP/TPS. The Central aid will be released in three installments, 20 per cent after submission of preliminary proposal, 40 per cent during submission of draft plan and remaining 40 per cent during submission of final plan.

The exercise is expected to be completed in one year while Town and Country Planning Organisation will provide handholding support to the State nodal agency.Guidelines have been prepared after which cities will be asked to identify the areas for the purpose and adopt bottom-up approach to resolve the area-based infrastructure problems in a short period of time, they added.
