Labour service cadre to be revamped in Odisha

Each of 25 industrial districts will have two district labour officers out of which one will be entrusted with enforcement of labour laws and maintenance of industrial relations.

BHUBANESWAR: The State Government has decided to restructure the Odisha labour service cadre keeping in view the larger interest of the working population and to make the labour directorate more vibrant for prompt and effective delivery of services.

A proposal in this regard was approved at the meeting of the State Cabinet presided by Chief Minister Naveen Patnaik on Saturday. Chief Secretary AP Padhi told mediapersons that after restructuring, the base level post of the cadre will be assistant labour officer to be posted at the block and urban local bodies level. The sanctioned post in this grade has been enhanced to 419.

Each of 25 industrial districts will have two district labour officers out of which one will be entrusted with enforcement of labour laws and maintenance of industrial relations. Another officer will look after the welfare activities in the labour district.

The sanctioned strength of this grade has been enhanced to 63.
The posts of assistant labour commissioner and deputy labour commissioner have been merged and renamed as divisional labour commissioner who will be posted in each revenue district for administrative convenience. New posts in this grade have been created enhancing the number to 45. 

The Chief Secretary said the posts of joint labour commissioner-I and II have been merged as joint labour commissioner. Apart from the existing two posts, eight new posts of joint labour commissioner and two new posts of additional commissioner have been created to strengthen the directorate, he said.

The Cabinet decided to bring all families covered under the Rashtriya Swasthya Bima Yojana (RSBY) and Biju Krushak Kalyan Yojana (BKKY) under the Biju Swasthya Kalyan Yojana (BSKY) to a uniform platform of ` one lakh insurance coverage so that the Odisha State Treatment Fund (OSTF) can give a top up of `4 lakh to all families. The State Government will undertake enrolment of the left out 12,09,167 RSBY families under the BKKY so that the entire 44,08,070 families which have been enrolled under RSBY can be fully covered under BKKY.
