State government chalks out plan for LWE-hit Nuapada district

The State Government has chalked out a development plan for the Left Wing Extremist (LWE) hit Nuapada district where it will improve vital development indices through a focused strategy. A single window delivery mechanism is being put in place for what is called Sunabeda Area Development Plan.

The Rs 239.29-crore plan will be executed through Sunabeda Area Development Agency (SADA) over a five year period. SADA will be the single window service delivery system through which the State plans sectoral intervention. As many as 11 sectors have been identified to be addressed over the five year plan.

Safe drinking water, sanitation, health service, women and child development, education, housing, communication, electricity and livelihood are some of the areas which will receive focused attention through the plan.

At a recent meeting, where SADA formulation was arrived at, it was decided that the agency will be given greater autonomy. It will act as the single window service delivery institution for different administrative departments.

 If the need arises, the departments which include SC and ST Development, Agriculture, Rural Development, Panchayati Raj, Women and Child Development, Health and Family Welfare, School and Mass Education and Energy will depute their officers for smooth execution of the projects.

Since Nuapada has witnessed a steady growth of LWE presence in the last few years, the district administration has faced increasing difficulty in taking up development projects given the resistance from the Red rebels.

While infrastructure projects such as road, multi-storey school and hostel buildings will be taken up in phased manner to gain confidence of the people, health, drinking water and livelihood intervention activities will be carried out through short-term interventions.

The Government has decided that SADA will be formed at the district level and headquartered at Komana block. The agency will be vested with adequate manpower for planning, implementation and monitoring of the development plan which is targeted to cover four blocks involving 12 gram panchayats and 86 villages.

At the village level, development committees will be formed to oversee the projects. An empowered committee, headed by Secretary of SC and ST Development Department, will be formed for overall review of the plan.

It has been decided that a pipe water supply project will be implemented since the entire belt is afflicted by problems of high fluoride content in the ground water.

Similarly, to improve road connectivity, an alternative road to Sunabeda will be proposed. Tender for at least 15 different roads in the area will be expedited.
