CHENNAI: Leader of the Opposition in the Assembly MK Stalin on Thursday warned of moving a no-confidence motion against the Speaker if he failed to constitute the mandatory House Committees without further delay.

Talking to reporters after submitting a memorandum to the Assembly Secretary to press this demand, he said "The House Committees must be constituted as per the rules sooner, failing which, we will move a no confidence motion against the Speaker, since he had given an assurance in this regard, yet did nothing to fulfil it."

However, he appealed to the Speaker not to create such a situation.

Stalin noted that 12 legislature committees, including Estimates Committee, Public Accounts Committee, Committee on Public Sector Undertakings, Privileges Committee, Committee on Government Assurances and Business Advisory Committee must be constituted every year to look after the assigned task, a Constitutional requirement.

"If action is not taken to constitute the House panels, we will take up the issue with the Governor," the DMK treasurer said.

Referring to the resolutions passed at an all party meet called by his party on October 25 regarding the Cauvery row, Stalin said copies of the resolutions were handed over at the office of Finance Minister O Panneerselvam who was not available in the chamber.

The all-party meet had reiterated the demand for a special session of the Assembly to pass a resolution stressing the Centre to form the Cauvery Management Board, an all party meeting and a delegation to Delhi to prevail upon the Prime Minister on the issue.

Meanwhile, Stalin distributed financial and material aid worth `1.50 lakh at an event held in his constituency, Kolathur.
