CHENNAI: The Union government has asked Tamil Nadu to register all urban local bodies under the Public Financial Management System (PFMS) for Direct Benefit Transfer under the Pradhan Mantri Awas Yojana.
PFMS is an end-to-end solution for processing payments, tracking and monitoring it. It provides the scheme managers a unified platform for tracking the funds and monitoring the last mile use.
The move comes as the Ministry of Housing and Poverty Alleviation under the Pradhan Mantri Awas Yojana is all set to transfer about `1.3 lakh crore in the next three years to all the States including Tamil Nadu, to build one crore houses. The funds will be transferred directly to the bank accounts of beneficiaries.
It has asked the State to ensure completion of entry of beneficiary details in the Management Information System besides Aadhar verification of beneficiaries so that funds can be transferred through Aadhar Payment Bridge (APB).
The scheme will work as DBT (Direct Benefit Transfer) for transparency; and funds will be transferred in instalments directly into the bank accounts of the beneficiaries over three years. The Government will geo-tag all the homes to be built under the scheme to check leakage of funds and for transparency.
The DBT requires digitisation and Aadhar seeding of beneficiary database, integration with PFMS and payment through APB to the beneficiary.
The total housing shortage to be addressed through the new mission across the country is two crore.
