HYDERABAD: The state government proposed that if any amount of Special Development Fund of SCs and STs remains unspent, it shall be compensated in the next financial year in the same proportion on the reach of actual expenditure to total budget estimates of Pragathipaddu (scheme expenditure) at the end of a financial year.


It means that SC and ST funds which were unspent in a budget year will be carried forward to next budget. A Bill to the effect was moved in the Assembly on Wednesday.

TS Scheduled Castes and Scheduled Tribes Special Development Fund (Planning, Allocation and Utilisation of Financial Resources) Bill, 2017 was introduced by SC Development Department minister G Jagadish Reddy. 


The state proposed to replace the old Act in the wake of changed budget pattern from Plan and Non-plan to Scheme and Maintenance expenditure format. It proposed to appoint a secretary in finance department for performing functions relating to Budget.
