LUCKNOW: Keeping in mind the new BJP government will hit the ground running, chief secretary Rahul Bhatnagar, has issued an office circular for bureaucrats directing them to be present at work in time from Monday, March 20, the day Yogi Adityanath will take over the reins of the state. He has prepared a list of nearly 70 chairmen, advisors and vice-chairmen who have been enjoying the status of a minister of state to be presented to Yogi for directives on their fate.

Through a terse circular, Bhatnagar has asked the departmental heads to direct subordinated staff to be at work on time on Monday to implement and execute welfare schemes and policies of the new government on priority in a time-bound manner. Bhatnagar warned officers flouting the circular may face adverse entries in their CRs, and face other punitive actions.

Indicating zero-tolerance for non-deliverance and laxity in performance of duties by bureaucrats,the circular prepares babus to reorient themselves to fall in line with the Adityanath government’s ways of functioning and get acquainted with the new work climate in advance.

In the beginning of the week, Bhatnagar convened a meeting of all departmental heads, who were asked to get copies of the BJP manifesto for 2017 UP polls to familiarise themselves with each one’s department-specific policies mentioned in it. They were asked to produce presentations over the plan of action for implementation of the schemes in advance.

Meanwhile, according to sources, all those who have been lording it over with red beacons may be sacked if they fail to resign. A similar action may follow on officers availing repeated extensions despite retiring.
Bhatnagar is believed to have got a list of such political nominees in various departments and the PSUs compiled. Some of them have already resigned, but a majority are still continuing in their posts.
A similar list of about 50 retired officers, who contimue to stick to their chairs through extensions, has also been prepared. However, some such as Alok Ranjan and N C Bajpai, have put in their papers.
