In Bareilly, an 8-year-old girl had gone to fetch water from a hand pump on Tuesday afternoon, when a youth waylaid her on his bicycle to a deserted farm along a canal and raped her.
A separate report about the case would be sent to the Nagaland government, the parent cadre of the accused.
The women alleged they were raped by other people after they were blackmailed with the video.
SP Ajay Kumar Pandey told that the youth, identified as Vikas Dhinvan, was arrested following a complaint lodged by the girl's parents.
The accused, Tarzon, who belongs to the same village, allegedly tried to rape her, but the woman foiled his attempts.
Madhuri was referred to Saifai hospital where she succumbed to injuries during treatment.
An officer familiar with the investigation told that CCTV cameras of the hospital were switched off at the time of the alleged incident.
Police is investigating the CCTV footage from the hospital to get more details of the incident.
