BHUBANESWAR: President of Utkal Bharat Kharabela Swain today blamed the bureaucracy for all the scams in the State.
Addressing a media conference here, Swain said that the State administration was run by the bureaucrats - not the ministers. All the ministers in the Naveen Patnaik Government are feeling restless as their secretaries are not consulting them even on policy matters. The over-dependence of the Chief Minister on the bureaucracy has made the bureaucrats all powerful.
Alleging that the multi-crore dal scam is the handiwork of senior IAS officers, the former member of Parliament said the Chief Minister always takes credit by dismissing corrupt ministers. Dismissal of ministers on corruption charges is nothing but an image building exercise for the Chief Minister. On several occasions in the past, he had inducted the same dismissed persons into the Cabinet.
There will be no development of the State if this Government continues for another decade for the simple reason that the council of ministers does not deliver. According to a recent survey by a leading magazine, the State has not made any significant progress during the last decade. The magazine has placed the State in 15th position by taking all the social parameters into consideration, he said.
