HYDERABAD: Against the backdrop of opposition parties’ allegation that the proposed Comprehensive Land Survey is aimed at selecting the beneficiaries for the farmers’ welfare schemes based on their political leanings, the state government has decided to form farmers’ coordination committees - from village to state level - on nomination basis. The committees will advise the officials concerned to correct the land records in every village during the proposed survey.The state government has already issued guidelines for setting up of the committees. An order in this regard was issued on Sunday night, a day after Chief Minister K Chandrasekhar Rao’s interaction with his party law makers at Telangana Bhavan on Saturday on the same issue.
As per the guidelines issued, at village level, the ~IRevenue Village Grama Rythu Samanvaya Samit~Ihi will be formed with 15 members. At mandal lev~Iel, Mandala Rythu Samanvaya S~Iamithi will be set up with 24 members. At district~I level, Zilla Rythu Samanva~Iya Samithi will be set up with 24 members, ~Ifollowed by Rashtriya Rythu Sam~Ianvaya Samithi with 42 members at state level. A coordinator will be nominated by the government for each committee right from village to state level.
The exercise of formation of these committees will be on nomination basis and it would be looked after by ministers.
Government nominated ministers to each district for finalising the members and coordinators of Grama/Mandala/Zilla Rythu Samanvaya Samithis. The formation of all committees have to be completed by Sept 9.“Considering the plight of farmers, the state government has come up with a new concept of providing Investment Support Scheme with an amount of `4,000 per acre during each agricultural season to all farmers (for both agriculture & horticulture crops) to meet the requirement of cost of seeds, fertilisers, pesticides and other investment,” the state government stated in the order.
It further mentioned the scheme will be implemented from 2018-19. If any farmer cultivates land even during Rabi season, he/she will be eligible for another amount of `4,000 per acre. In order to prepare the list of eligible farmers for the scheme, a detailed farmer-wise survey (Rythu Samagra Survey) was done by the Agriculture Extension Officers in coordination with Revenue department between May and July this year. Later, a list of eligible farmers for the scheme was also prepared.
“However, it has been found that some more revenue related issues such as succession cases and Sada bainamas are needed to be resolved. The CM suggested conducting farmer-wise survey in a campaign mode by constituting Revenue teams with the coordination of Agriculture & Horticulture departments to finalise the farmers lists revenue village-wise.
F500 crore fund
It is also planned to provide I500 crore of revolving fund to the state-level Rythu Samanvaya Samithi for undertaking MSP operations and to enhance their bargaining power in the villages and mandals.
Crop colonies
Crop colonies are being promoted for increasing productivity and marketability to achieve self-sufficiency and also prevent farmers from the practice of mono cropping.
Only pattadar farmers
While formulating the committees, the selected members should be practising pattadar farmers residing in the same village. One third of the nominated members should be from women category and each member should be nominated covering all the communities in the village.
Barren lands not in list
The lands which are not fit for cultivation and all non-agricultural lands will not to be considered under the scheme. It is also decided not to touch the complicated cases and lands under litigation in the first phase of implementation of the Investment Support Scheme.
