Probe Into Kapil's Wealth Needed: CID

BENGALURU: The Criminal Investigation Department (CID) has recommended a detailed probe into the properties and documents seized its personnel during the raids on IAS officer Kapil Mohan and his family members. The raids were conducted in connection with a cricket betting case on an apartment owned by the IAS officer and his father.

The Director General of Police, CID, in a report submitted to Chief Secretary on August 29 states, “It is suspected that the seized properties and documents are unaccounted/benami properties of Kapil Mohan, IAS, and his wife Richa Mohan and persons related to both.” Therefore, a detailed probe was necessary to ensure whether properties were acquired in accordance with respective service condition and rules, the report said.

Raid Details

During the raid, officials had recovered `4.37 crore in cash, 2.45 kg of gold ornaments, 34.7 carat diamonds, 1,833 pages of documents related to various investments and others.

The Income Tax Department had submitted certified copies of documents seized during the raid to CID. The report, submitted on August 29, accessed by the Express, shows that the total worth of immovable property held by Kapil Mohan and his wife Dr Richa Saxena was `8.73 crore, while that of the movable property was `47.59 lakh. The assessment was made based on the documents seized in the raid.

Shares in 133 Firms

Documents also showed that Kapil Mohan and his wife were holding a varying number of shares in 133 companies. “The market value of purchases can be worked out with respect to listed companies,” said the report.

Apart from this, the seized documents included loan sanction letters for investment in infra projects, transfer of lease documents, mutual fund investment amounting to more than `3.75 crore, plot sale deeds and others. Details of seven bank accounts were also found in seized documents, details of which were not available. Of these, Richa held six accounts, while one was in Mohan’s name.

The raid was conducted in early August, following a tip-off related to a cricket betting case.
