Bidding for ORR

The Gachibowli to Shamshabad stretch (24.38 km) of the Outer Ring Road will soon be handed over to private agencies for operations and maintenance (O&M) for a period of three years.

In this connection, the Hyderabad Growth Corridor Limited (HGCL) has invited bids from agencies and the last date is February 15. The contractor will be required to perform all routine road maintenance activities along the project roads, utilising mechanised equipment and methods to perform these obligations.

Routine road maintenance will include planned works and repairs of small defects like local potholes through crack sealing, asphalt treatment etc. It will also require unscheduled maintenance by irregular events such as accidents and natural calamities.

HGCL officials told Express that routine and adhoc road maintenance would include activities such as road sign maintenance, guard rail and supplementary road furniture repairs, maintenance of rigid pavements, repairs of accident damaged assets, maintenance of culverts, drains and channels, clearing of litter and debris, and so on.

Security guards and personnel will also have to deployed by the contractor to protect the road property as well as control all unauthorised access to the service roads and see that no damage occurs to the footpaths, kerbs, drains, fencing etc.

The contractor will have to maintain an Incident Management System (IMS) and supply regular incident statistics to HGCL. He will have to identify relevant agencies (rescue, fire, hazardous materials, traffic, police, ambulance, hospitals, alternative routes, clean-ups) and their representatives and liaise with these representatives on behalf of the employer.

The IM centre should work on a 24-hour basis and will have to maintain records of the details of all incidents (collision, hazardous material, breakdown, etc). After occurrence of any major incident, resulting in multiple loss of life, significant periods of road closure or major route rehabilitation work, an incident debriefing report shall be produced and forwarded to HGCL.

Contractor will be responsible for removal of all animals causalities like cows, buffalos, birds, dogs and cats from the carriageway and bury them at a suitable location within two hours of the incident.
