ULBs to have Green Channel to Give Building Permissions

The channel will be introduced in a phased manner starting with approval of layouts

For expeditious approval of building and layout permissions, a ‘Green Channel’ would be established in all the Urban Development Authorities (UDAs) in the state within a month, municipal administration and urban development minister M Maheedhar Reddy has said.

The Green Channel will be introduced in a phased manner starting with approval of layouts and subsequently extending to group housing, commercial and other development permissions.

Launching the modified Green Channel (for quick clearance of planning permissions initially starting with layout permissions) at the inauguration of Citizen Facilitation Centre at Hyderabad Metropolitan Development Authority (HMDA) office here on Thursday, the minister directed the MAUD officials to see that the Green Channel is established in the UDAs across the state.

He said that if the services were not delivered in the given time frame, compensation should be paid to the applicants for the delay by the department concerned. HMDA officials agreed to implement the minister’s suggestion on paying compensation to the applicants if they fail to deliver the services in a time-bound manner.

The government is taking steps to streamline various municipal services in the interest of the people. Green channel is one such service to check the delays in releasing building and layout  permissions.

Previous green channel launched few years ago by HMDA ran into trouble and could not be implemented properly.  HMDA metropolitan commissioner Neerabh Kumar Prasad said that HMDA is introducing the modified green channel.  The applicant will receive an intimation in seven days after submission in designated counter at CFC. The applicant will have further seven days time for mortgage of plots for release of draft layout permission. For detailed technical scrutiny of proposals, architects have been empanelled, similarly for scrutiny of ownership documents practising advocates have been empanelled.

In all the cases inspections would be carried out either before the layout is released or within 25 days of the release and applicant informed to rectify any discrepancies noticed.
