Police Academy officials stop HGCL staff from rectifying damages

HYDERABAD: The Hyderabad Metropolitan Development Authority (HMDA)  and the Telangana Police Academy (TSPA) have locked horns over the work being carried out by the latter on service roads on the Outer Ring Road (ORR) near Gate-II, TSPA Complex.

The HMDA has requested the TSPA not to proceed with the work till permission from an appropriate authority is obtained. However, TSPA Director Ish Kumar told Express there was no violation of rules. ‘’We did not cross the foothpath or destroy the property of HMDA. We have only done small patchwork on the TSPA property, anybody can cross-check,’’ he clarified. He recalled that it was the TSPA, which had handed over 28 acres for laying the ORR and some 50-60 houses were demolished for the same.  

However, the HMDA said APPA/TSPA authorities were laying an approach road from Gate-II of APPA/TSPA at the RHS service road of ORR in violation of GOMs.No. 470. It alleged that when its staff had tried to stop the work, the APPA/TSPA authorities forcefully completed the work by deploying their men on Monday. Material belonging to the HMDA was also seized by the APPA/TSPA authorities, it said, adding that HMDA staff were prevented from carrying out restoration and barricading works.

HMDA Metropolitan Commissioner Shalini Mishra, during her inspection of ORR last Friday, had observed that the APPA/TSPA authorities were laying an approach road from Gate-II of APPA/TSPA at RHS service road of ORR in violation of GOMs.No. 470.  Following this, Mishra met Ish Kumar and requested him not to proceed with the work till permission from an appropriate authority was obtained.

HMDA officials told Express that the TSPA had assured them that work will not be carried further till permission was obtained from the authorities concerned and in this regard, an undertaking was also given by the TSPA officers concerned supervising the works. However, TSPA authorities carried out the works on Monday. In fact, TSPA officials, D Balaji Das and R Venkat Reddy, gave a consent letter to the HMDA informing that road works being carried out by TSPHC Ltd were stopped.

On Monday, HGCL officials along with the enforcement wing tried to rectify the damaged SWD but it was objected to by the TSPA.  ‘’Material belonging to HMDA was seized by TSPA authorities and HMDA was prevented from carrying out the barricading works,’’ HMDA officials alleged.

Approach roads to services roads are provided at designated places by HMDA whereas the approach road laid by TSPA is not a designated place and it is in violation of rules, they added.
