The government on Friday revised the terms of reference of the Pay Revision Commission by including matters related to pension.

The commission will recommend changes, wherever necessary, to the salaries, benefits and promotions of government employees, teachers and employees of LSG institutions and universities.

Among other things, the commission would explore the career advancement prospects of non-gazetted cadre employees by introducing non-cadre promotions and recommend changes to the existing benefits of service pensioners.

The commission would explore the possibility of extending those benefits enjoyed by Central Government employees which are now unavailable to their State Government counterparts. Also included in the terms of reference is whether the healthcare package enjoyed by Central Government employees and government employees in other states can be rolled out in Kerala.

A major job entrusted with the commission is to examine the civil services machinery as a whole, and suggest ways and means to improve its efficiency and social responsibility in the light of the Right to Services Act.
