Par system under stress,reforms needed for speedy decisions:FM

Perturbed over the behaviour ofParliament members over the quota bill in the Lok Sabha,Finance Minister P Chidambaram today made a strong case forgovernance reforms so that quick decisions can be taken in theinterest of the nation.

"...we must reform governance in this country. We mustreform governance within the Parliamentary system. TheParliamentary system is in great stress," he said after beingconferred the Best Administrator of India Award- 2012 by the KKarunakaran Foundation here.

"I think the gravest crisis that faces India is thechallenge in the system of Parliamentary democracy. I think wemust work together to ensure that governance does not sufferin the thrust and parry, in the give and take and thebattleground that Parliament has become today," he said.

Chidambaram's remarks come a day after a Samajwadi Partymember stunned the Lok Sabha by snatching the copy of the billfor quota in promotion from Minister V Narayanasamy andanother member tearing it as a scuffle broke out when Congresschief Sonia Gandhi tried to retrieve the Bill.

The action of SP member Yashvir Singh, a dalit, triggeredcommotion and scuffle between members of his party and theCongress who threw a protective ring around Gandhi in theWell of the House.

Disruptions in the Parliamentary proceeding have become aregular phenomenon. The previous Monsoon session was acomplete washout as stiff opposition over coal scam did notlet Parliament function. As a result, many important Billscould be cleared.

Even in the ensuing Winter Session, disruptions have ledto adjournments of both the Lok Sabha and the Rajya Sabha.

Chidambaram said that elected representatives should takequick decisions and work towards nation building.

"It is important that as elected representatives of thepeople we face challenges, take decisions and get on to thetask of nation building," he added.
