NEW DELHI: The Supreme Court on Wednesday directed all states to send records of mercy pleas to the Centre to enable it to place the data before the apex court.

The court directed that these records should be send through special messengers within three days. The court made it clear that if records are not sent by the state governments they would do so at their own risk.

The Bench refused to entertain the Centre’s plea that delay was caused by repeated petitions filed by prisoners on death row. It observed that in one case it took 11 years to decide the plea.

A Bench of Justice G S Singhvi and Justice S J Mukhopadhyay was hearing a matter related to the mercy plea of Devender Pal Singh Bhullar.

The matter will be  heard again on March 1.
