Cloud Clears, Garbyal is DG (Forests)

Union Environment Minister M Veerappa Moily on Friday gave Additional Director General (Forests) S S Garbyal the charge of the Director General of Forests.

The decision was delayed by his predecessor, Jayanthi Natarajan, over differences with the Cabinet Secretariat.Garbyal was given the additional charge of DG (Forests) and special secretary for six months. According to sources in the Ministry of Environment and Forests (MoEF), Garbyal is the senior most Indian Forest Service (IFS) officer in the Ministry and was also the Cabinet Secretariat-led selection committee’s original choice for the post of DG (Forests).

Jayanthi, who resigned in December last year, had demanded a panel of names for the post. “The Cabinet Secretariat had recommended Garbyal’s name but his file was sent back by Jayanthi stating that she wanted a panel of names to choose from,” said the sources. The file was never returned by the Cabinet Secretariat and after that Jayanthi  resigned from the Ministry and Moily took over.

“Moily agreed with the candidature recommended by the Cabinet Secretariat and an official order regarding Garbyal taking the additional charge of DG (Forests) was issued on Friday. A final order regarding his appointment as the full-time DG (Forests) is expected soon from the Cabinet Secretariat,” sources said. The post fell vacant following the retirement of K Jude Sekhar on December 31, 2013. Moily is also expected to take a quick call on the appointment of the standing committee of the National Board of Wild Life, which was dissolved in September 2013. The file with names of the members was pending under Natarajan since August 2013. Moily has issued orders for making quick decisions on projects pending with the Ministry.
