ACB Receives Corruption Plaint against Delhi CM's Secretary

NEW DELHI:The Delhi government’s Anti-Corruption Branch on Monday received a complaint of alleged corruption against Secretary to Delhi Chief Minister Arvind Kejriwal. 

And the complaint against Rajendra Kumar was filed by former Delhi Dialogue Commission Member-Secretary and Indian Post & Telecommunication Accounts and Finance Service officer Ashish Joshi, who was sent back to the Telecom Ministry in what he described as an abrupt shunting.

 Joint Commissioner of Police and ACB chief M K Meena told Express, “The allegation is serious and we are probing the matter”.

The ACB is now planning to send a notice to  Kumar asking him to join the probe. A close confidant of Kejriwal, Kumar is already in deep waters following tug- of- war  between the CM and Lieutenant Governor Najeeb Jung over transfer and positing of bureaucrats.

Kumar, who is also functioning as Secretary, Home and Services, is continuing in the post despite the Union  Ministry of Home Affairs having made it clear to the Delhi government that he cannot continue in the two posts. The MHA also issued showcause notice to Kumar for failing to comply with its directions.

In the complaint, Joshi, who was also posted with Delhi Urban Shelter Improvement Board, said that Kumar was Director (Education) from May 10, 2002 to February 2, 2005 and during this period he created a computer lab --Caltoonz and EduDel Mis-- at Timapur in Delhi.  Kumar formed a company called Endeavours System Private Limited along with Dinesh Kumar Gupta and Sandeep Kumar. Gupta used to supply stationary to the Education Department and Sandeep Kumar was contractual programmer in Caltoonz.  When Kumar became IT Secretary in 2007, he managed to get Endeavours System Private Limited empanelled with Delhi government and without inviting bids work was allotted  to the company.

Joshi alleged, “The Modus Operandi was simple. Form a company and get empanelled with a PSU and then give order to PSU which in turn gets the work done through the empanelled company. It is understood that IT- related work and SAP licence for more than 50 crore were procured through this Modus Operandi.”
